The Remote Jobs and Community Development Program (CDP) is part of the Australian Government's commitment to the Closing the Gap strategy. The CDP aims to achieve social and economic development through active participation, jobs and stronger communities in remote Australia.

The program is a jobs first approach which supports individuals to participate in employment, training and activities that contribute to the strength and sustainability of their communities.

The Community Development Program (CDP) Business Incubator Pilot project (Incubators) is funded by the Department of the Prime Minister and Cabinet.

Through the pilot, Winun Ngari Aboriginal Corporation has established an Incubator and delivered Incubator Services working with Aboriginal and Torres Strait Islander people.

The Incubator engages with the community and advisory boards to ensure Incubator Services activities are aligned with community priorities, working proactively with other service providers to ensure participants are able to access complementary services and skills including financial literacy, business capability improvement, support to develop and implement business ideas and deliver warp-around business advisory support services for start- ups including:​

Business coaching and mentoring;

Back-end administration services (bookkeeping, legal, regulatory, licensing);

Digital support (including web hosting, email, merchant services, online market places);

Support for business and product development process (including branding, product design and testing, intellectual property considerations, marketing strategies and market testing);

Business transition and sustainability planning;

Adequate workspace to support individuals, businesses and groups;

Adequate Internet, computer and administrative supplies (including software);

Financial literacy and small business training;

Marketing and promotional planning;

Referring Incubator participants to external experts and specialised support; and

Linking participants and businesses to microfinancing opportunities, capital grants opportunities and other forms of finance;

Ensure all Incubator Services are delivered such that the participants are fully involved in their business planning and transitional planning (i.e. to encourage independence from Incubator Services);

Comply with relevant Taxation and Social Security Law;

Client satisfaction and evaluation.

Businesses accessing Incubator Services are Indigenous owned. Incubator Services are delivered in a manner which is culturally appropriate and supports the language needs of local people. Incubator Services are structured so they are accessible to a range of people in the community, including women, youth and individuals with caring responsibilities.
